incorrect include at top of mod/elggadmin/lib.php prevents admin page from loading

Description

So on line 16 of mod/elggadmin/lib.php, the include is wrong and prevents the page from loading - so you can't do a lot of administrative stuff. I have seen other users report this on the forums.

I have included a diff with a proper include.
