elggadmin fails with "duh!"

This happen because elggadmin can't find the uri on http vars. Some common scenarios are shared hosting and php as cgi.

Tested this and works, although I cannot test for the unusual cases.

I'm willing to commit these patches but attachment:ticket:327:engine.inc.php doesn't apply. Could you regenerate with a context?

Ah, forget it - I missed it was a patched version of the file (...), closing this ticket with r1573
