elgg 0.9.1 fresh install

If a user logs in with the "Remember Me" box unticked then the toolbar doesn't change and the user doesn't get logged in.

The "You have been logged on." messages appears but the user is not actually logged on. This happens from both login forms.

workaround for #258 caused not persinting logging with session only (without cookie).
