improve elggadmin module to manage plugin options

Description

Basically, add support to plugins to add options to elggadmin plugin's section

This will help site admin to select plugin's options instead modifying code.

This should ideally get combined with (user & admin) configuration panel enhancements planned by Diego plus refactoring work for 1.0.
